The creation of a strategic alliance between Russia, Turkey, China, and Iran as a response to modern geopolitical challenges and as a means of deterring a generalized war conflict is proposed by the final declaration of the international conference entitled "The Union that will prevent the great war," which was held in Turkey at the initiative of the Turkish patriotic party Vatan Partisi, according to RIA Novosti.
In the final text, participants argue that the current international environment is characterized by growing instability and sharp geopolitical confrontations, which, in their assessment, increase the risk of a broader military conflict. From this perspective, the view is expressed that close strategic cooperation between the four countries could form the core of a new security architecture, capable of acting as a balancing factor in the international system.
According to the declaration, developments surrounding Iran, the situation in Gaza, conflicts in Lebanon, the war in Ukraine, as well as actions by the United States and Israel, are presented as the main drivers leading to an escalation of international tension. The authors of the text argue that a new framework of cooperation between major regional powers is required, one based on multipolarity rather than what they characterize as a unipolar international order. Participants further assess that Russia, Turkey, China, and Iran possess the political, economic, military, and energy characteristics that could support such strategic cooperation. In their view, the partnership of these four countries could serve not only as a mechanism for conflict deterrence, but also as an alternative proposal for managing international crises.
Call for NATO reform
Special reference is also made to NATO, with the declaration demanding the reform of the Alliance. Participants argue that the Organization, as it currently operates, no longer serves its original purpose of maintaining international security and, instead, contributes to the worsening of geopolitical confrontations. In the same context, the need to create new cooperation and security mechanisms is expressed, which—according to the positions articulated—would be based on equal participation of states, respect for national sovereignty, and the avoidance of unilateral interventions. These positions align with the broader philosophy of the Eurasian space, according to which the international system is undergoing a transition from Western dominance to a multipolar world order, where regional powers will play a larger role.
Moscow's stance
At the same time, Kremlin spokesperson Dmitry Peskov reiterated Russia's position that it does not seek a global military conflict. As he stated, Moscow "never started a world war and will not do so," while emphasizing that the country will continue to take all necessary measures to protect its national security and strategic interests. This statement comes at a time when tensions between Russia and the West remain at high levels, while the war in Ukraine, the situation in the Middle East, and developments in Asia shape a particularly complex geopolitical environment.
The role of Vatan Partisi
The conference was organized by Vatan Partisi, a Turkish Kemalist and Eurasianist political party that has long advocated for a shift in Turkey's foreign policy toward Eurasia and the development of closer ties with Russia, China, and Iran. The party has a strongly anti-Western orientation and systematically criticizes the policies of the United States and NATO, arguing that Turkey should achieve greater strategic autonomy and strengthen its cooperation with the emerging powers of Eurasia.
Vatan Partisi is led by Doğu Perinçek, one of the most prominent figures on the Turkish political scene. He has repeatedly argued that the global balance of power is shifting in favor of Eurasia and that Turkey should play a leading role in shaping a new multipolar system. Although the positions expressed at the conference do not represent official state decisions nor bind the governments of the four countries, they reflect the political rationale of a Eurasian current of thought that is gaining increasing visibility, particularly at a time when global balances are shifting and rivalries between major powers are intensifying.
